The Order of Kutuzov is the second, after the Order of Suvorov, in the order of institution and seniority, the "commander's" order. This is the only Soviet order, the different degrees of which were established at different times.
Although, according to its statute, the Order of Kutuzov could only be awarded to commanders of various military units for achieving major successes in a combat operation, there are many cases of awarding this order for a certain contribution to improving the defense capability of the Red Army. The Order of Kutuzov I degree was awarded to some workers of the People's Commissariat of Railways, the People's Commissars of the aviation, tank and mortar industries, leading employees of a number of regional executive committees.
