Count, a prominent political and military figure in Russia in the late 18th - early 19th centuries. Adjutant General of His Majesty, Privy Councilor in the Civil Service, Senator, Deputy Minister of the Interior, Member of the Main Board of Schools, Chevalier of many Russian and foreign orders. For more than three years he managed the Medical Department. In 1804 he served as the trustee of the St. Petersburg scientific district. He was one of the closest advisers to Alexander I, presented the sovereign with a note on the necessary reforms, in which there is much that is true, especially on the peasant issue and public education.

In February 1817, at the insistence of doctors, accompanied by his wife, he went abroad for treatment (consumption), but on the way he gets worse, and on June 10, 1817, he died near Copenhagen at the age of 43. The body was brought to St. Petersburg and buried in the Alexander Nevsky Lavra.
