During the reign of Paul I in June 1799, Tormasov was "expelled from service" for impudent recall and disobedience to the senior commander, arrested and imprisoned for several months in the Dinamünde fortress. But in 1800 he was again appointed commander of the Life Guards Cavalry Regiment. In 1803 he was appointed governor-general of Kiev, in 1807 - Riga. In December of the same year, he resigns.
The retirement was short-lived. Emperor Alexander I praised the victorious initiative of Russian weapons in the outbreak of war against Napoleonic France. Alexander Petrovich was glorified as a hero of the army in the field. In honor of the Korbinsk victory, an artillery salute was fired in St. Petersburg. Tormasov took part in the battles of Maloyaroslavets, Vyazma, Krasny and crossed the border of the empire with the main army in December 1812. During the Patriotic War, General A.P. Tormasov became the only knight of the Order of the Holy Apostle Andrew the First-Called for his distinction in the battle of Krasnoye. When Kutuzov, due to illness, remained in Bunzlau, Tormasov temporarily assumed command over the army. Soon, his frustrated health forced him to ask for dismissal; he was appointed a member of the State Council, and in 1814 - Governor-General of Moscow. On August 30, 1816 he was elevated to the rank of count. He died in 1819 and was buried with all the military honors due to him in the Church of the Most Holy Theotokos of the Donskoy Monastery in Moscow.
