He began service in 1797. In the Russian-Turkish war of 1806-1812. fought in Moldavia and Wallachia. In the years 1811-1812. was the ruler of M.I.Kutuzov's office. Repeatedly carried out diplomatic assignments. July 18, 1811 was awarded the Order of St. George 4th grade.

In March 1831 he was appointed commander of the 3rd Infantry Corps, with part of which he acted against the Poles in the southern part of the Lublin province and held the Zamoć fortress in a blockade. After that, until his death, Kaisarov commanded the 5th Infantry Corps.
